THE IDEA is to collect and distribute proposals for texts and artworks that, for various reasons, cannot be realized—or were never meant to be. Private Circulation is a non-regular series of PDF bulletins distributed by email, a kind of white papers for the arts. This issue features “Proposal for Recompiled Broadcast No. 1″ and a collection of photographs of the Apollo 11 moon landing television broadcast.
